Brouwer (also known as The Bootlegger) was an exile who specilized in creating code for use in drinks.
The Bartender gets her supplies from him. He was also involved in The Bartender's first mission, where the player has to collect from him a type of wine, known as "special libation".
He has made a few special enemies, because his supplies are in high demand.
